BILL NUMBER:A10093
Title of bill
An act to amend the public officers law, in relation to open meetings of public bodies
Purpose or general idea of the bill
The purpose of this bill is to allow meetings of a public body to be recorded, photographed and broad- cast.
Summary of specific provisions
This bill would allow any meeting of a public body to be recorded, broadcast, webcast, and photographed, provided that it is done in a way that is not disruptive to the meeting. In addition, it would allow the public body to adopt rules and regu- lations governing the uses of recording, broadcast, webcasting, and photographic equipment during meetings, and provide notice of attendees of their rights under this law.
Justification
Since 1977, the proceedings of public bodies have been open to the public. This bill would allow the public to record and broadcast by various means public proceedings as long as their activ- ities are not disruptive; it would also allow the public body to regu- late these actions if it feels the situations warrant it. Advances in technology have made it possible to record the proceedings of a meeting without detracting from the deliberative process.
