BILL NUMBER:A10172B

Title of bill

An act to amend the municipal home rule law, in relation to charter revision commissions

Purpose or general idea of bill

This bill clearly lays out the process for a charter revision commission to follow. It requires the commission to hold a hearing or hearings before it begins its work and again after it presents preliminary proposals to the public. It requires that any proposals put before the voters be placed on the ballot as separate proposals to the extent practicable. It prevents a commission formed after February 15 in any given year to place proposals on the ballot in that year, unless the commission request and obtains the consent of the legislative body.

Justification

This bill sets forth the process of charter revision in such a way as to provide for the public to propose and react to proposals. It provides time for deliberative thinking on the part of all parties, both the members of the commission and the public and a chance to fully educate the voters as to any proposals they might vote upon.

Prior legislative history

Effective date
