BILL NUMBER:A10195

Title of bill

An act to amend the municipal home rule law, in relation to requiring community boards to review and hold public hearings on the recommendations made by a city charter revision commission within twenty days after such commission publishes its findings

Purpose

The purpose of this bill is to include community boards in the city charter revision process.

Summary of provisions

Section 1 amends section 36 of the municipal home rule law by adding subdivision 7 to require community boards in cities with a population of one million or more to review and hold public hear- ings on the recommendations made by a city charter revision commission and authorize the passage a resolution recommending their support, oppo- sition or suggestions for modifying the revision commission's findings.

Section 2 provides for the act to take effect immediately.

Justification

This bill responds to the lack of legally mandated commu- nity participation in the city charter revision process when the charter is being reviewed by a city charter revision commission. By requiring that community members have an opportunity to formally review and offer their suggestions, support or opposition on a city charter revision commission's findings, the bill ensures that the charter revision proc- ess reflects the diverse needs and perspectives of the city's communi- ties.
