BILL NUMBER:A10225

Title of bill

An act to amend the legislative law, in relation to requiring that legislative bills contain fiscal impact statements list- ing estimated costs to an affected entity; in relation to requiring fiscal impact statements to be displayed on the digital board of the assembly chamber during deliberation of bills

Purpose or general idea of bill

This legislation would require bills before the New York State Legislature to contain estimated costs to an affected entity; and require fiscal impact costs to be displayed on the digital board of the Assembly chamber during deliberation of such bill.

Summary of specific provisions

Section 1. Subdivision 2 and 3 of section 51 of the legislative law is amended to add any bill that relates to New York State or any political subdivision shall contain a fiscal impact note and such fiscal impact note shall be display upon the digital display in the Assembly chamber during the consideration of such bill or amendment.

Justification

This bill would require fiscal impact notes to be contained in all legislative bills that would have fiscal implications on any political subdivisions. Fiscal costs to our local municipalities should really be considered when voting on a bill. This bill would also require fiscal impact to be displayed on the digital display in the Assembly chamber when a bill is being debated and voted on. This would provide a member of the Assembly with an easy visual to any legislation that contains a cost or revenue to the state.
