BILL NUMBER:A10330

Title of bill

An act to amend the agriculture and markets law, in relation to the microchipping of dogs and the creation of a registry of dogs

Purpose or general idea of bill

Any person.who owns a dog shall ensure that by the age of four months such dog is implanted with a microchip for the purposes of identification including medical history and needs of the dog.

Summary of specific provisions

An amendment that requires dog owners to implant a microchip that includes owner's contact information and dog's medical history. A registry of dogs shall be created at the time of dog licensing. This registry will be made available to veterinarians, shel- ters and kennels for the purposes of identification.

Justification

Micro-chipping is a relatively inexpensive and harmless procedure that would provide a safety net for dog owners in case of loss or theft of dog. At time of mandatory licensing, the dogs information and micro-chip number will be added to a newly created registry avail- able to veterinarians, kennels and animal shelters.
