Justification
Today more than ever, a seamless transition from military to civilian life is critical. Many of the programs, systems, and bene- fits provided to help veterans were designed for other eras, and new veterans organizations have arisen to create a new identity for this generation of veterans.
Founded in 1978, Vietnam Veterans of America (VVA) is the only national Vietnam veterans organization congressionally chartered and exclusively dedicated to Vietnam-era veterans and their families. VVAs goals are to promote and support the full range of issues important to Vietnam veter- ans, to create a new identity for this generation of veterans, and to change public perception of Vietnam veterans. With over 50,000 individ- ual members and dozens of local chapters in New York, many local VVA posts do not currently enjoy the same exemptions and benefits as other Veterans organizations.
Veterans of Modern Warfare (VMW) is the nation's newest national Veter- ans service organization, focused on mutual assistance to Veterans with military service from 1990 - the time of the Persian Gulf War that ,ushered in a new era of modern warfare - through the present, including the Wars in Iraq and Afghanistan.
The growing membership of VMW and VVA have taken the lead in partnering with other veterans organizations in providing education and information about the benefits veterans have earned, assistance in obtaining bene- fits, and advocacy in issues important to this generation of veterans.
This legislation will ensure that these organizations are afforded the same benefits as other veteran's organizations in New York State so they can better support the next generation of America's war veterans and serve our communities.
