BILL NUMBER:A10587

Title of bill

An act to amend the vehicle and traffic law, in relation to authorizing the issuance of distinctive license plates to members of a community emergency response team

Purpose or general idea of bill

To authorize the Commissioner of Motor Vehicles to issue distinctive license plates to active members of a community emergency response team.

Summary of specific provisions

Section one of the bill amends the Vehicle and Traffic Law by adding a new § 404-x which authorizes the Commissioner of Motor Vehicles to issue distinctive license plates to active members of a community emergency response team. The member to whom the plate is issued would be required to pay an annual service charge of 525 in addiction to the regular registration fee, and the Commissioner of Motor Vehicles skill retain the authority not to issue such plates if he is not satisfied that the annual service charges will recover the costs of the design and manufacture of the plates.

Justification

Thousands of men and women in the state of New York dedicate their time and resources to serve as part of the Community Emergency Response Team (CERT), a program that is dedicated to assisting emergency response agencies. CERT educates people in local communities about disaster preparedness including tire safety, search and rescue, medical operations, and much more. The state of New York is privileged to house 49 local CERT programs that assist local communities and work- places in responding to disasters, especially when professional respon- ders and agencies are not immediately present. As volunteers, these CERT members give exemplary and extraordinary service to their communities, and are worthy of recognition. Similar distinctive plates are currently available to volunteer firefighters as well as auxiliary police. This formal recognition should also be extended to members of CERT in the state of New York in appreciation of their outstanding community service. Simple recognition as small as distinctive license plates not only provides a small reward for these members, but also encourage citi- zens in the State of New York to follow their lead in displaying active civic and community involvement.
