BILL NUMBER:A10658

Title of bill

An act to amend the vehicle and traffic law, in relation to creating the "Navy League of the United States" distinctive license plate

Purpose or general idea of bill

To amend the vehicle and traffic law, in relation to making distinctive license plates available to members of the Navy League of the United States, Empire Region.

Summary of specific provisions

Section 404-x is added to the Vehicle and Traffic Law.

Subdivision 1 establishes that any member of the Navy League of the United States may be issued a distinctive license bearing the Navy Leag- ue of the United States emblem, which shall be created by the Department of Motor Vehicles. Application for such plate shall be in such form and detail as the commissioner shall prescribe.

Subdivision 2 states that each applicant must prove they are a member of the Navy League of the United States.

Subdivision 3 states that the Navy League of the United States license plate shall be issued in the same manner as other plates according to section 401 of Article 14 of the Vehicle and Traffic Law. In addition to the regular fee charged for license plates, a one-time fee of $25 shall be charged for such plate, After one year of having been issued, $5000 of the money generated by the additional fee, or so much thereof as may be available, shall be allocated to the department to offset costs asso- ciated with the production of this license plate.

Justification

The Navy League of the United States was founded in 1902 with the encouragement of President Theodore Roosevelt. The Navy League is unique among military-oriented associations in that it is a civilian organization dedicated to the education of our citizens, including our elected officials, and the support of the men and women of the sea services and their families. You need not have served in the military to be a member of the Navy League. Worldwide, there are over 80,000 members participating in over 200 councils of the Navy League. There are eight such councils in New York alone.

The public relations program of the Navy League is of fundamental impor- tance on both the national and council levels. The program seeks to inform members and create public awareness of the need for a strong Navy, Marine Corps, Coast Guard, and Merchant Marine as essential to the security and economic well-being, of the nation. The creation and issu- ance of this distinctive license plate serves the purpose of the Navy League's stated public awareness goals.
