BILL NUMBER:A10659

Title of bill

An act to amend the vehicle and traffic law, in relation to penalties for illegal parking in handicapped parking spaces

Purpose or general idea of bill

Designates illegal parking in hand- icapped parking spaces, including off street parking spaces, as a two point violation.

Summary of specific provisions

Subdivision 2 of section 1203-b of the vehicle and traffic law, as amended by chapter 203 of the laws of 1981 is amended.

Justification

This legislation seeks to create stiffer penalties for those that disobey the law and park in a handicapped parking space and bring New York State in line with other states that have already imple- mented similar laws. As of now off street parking in handicapped spots is exempt from the two point violation. This legislation amends the law to include off street parking as a two point violation and will provide greater protection for New York State's handicapped population.
