Justification
New York State suffers from some of the highest property tax rates in the nation. The STAR exemption provides millions of senior homeowners across the state with match needed property tax relief. Married couples or siblings that live together in which at least one owner of property is over the age of sixty-five are included in the program but does not consider domestic partnerships for exemption. This bill, if enacted, will also include domestic partners in the ownership criteria for households for STAR Rebate Exemption, a way for the State of New York to continue its commitment to seniors statewide. Another important factor of the bill allows for domestic partnerships to be included in the STAR Exemption in the unfortunate event that one partner passes away. Previously, a widow or widower was eligible to continue to benefit from the STAR program as long as he or she was at least sixty- two years of age. This bill will include the same relief for domestic partners.
