BILL NUMBER:A10981
Title of bill
An act to amend the civil service law and the general construction law, in relation to establishing a program providing for a four-day work week for state employees
Purpose or general idea of bill
The purpose of the bill is to temporarily reduce the cost of the State's workforce by allowing State workers the voluntary option of taking a one day per week furlough (every Friday) from July 1, 2010 to September 1, 2010.
Summary of specific provisions
The bill will amend the civil service law by adding section 134-a, that will allow certain New York State employees the option to participate in a four day work week from July 1, 2010 to September 1, 2010. All employees opting in to the program will agree to take ,a one day work/salary reduction for the entire length of the program. No agency head approval will be necessary. Nothing in this section shall be deemed to diminish the rights, privileges or remedies of any state employee pursuant to any agreement or other employment contract.
Justification
The State of New York is currently in a.financial situation that requires a short term and immediate cost savings plan. Most state employees recognize the need to assist the state in this time of need and would like to voluntary participate in a temporary labor cost reduction plan by taking off on Fridays during the summer months. This proposal will allow most state workers to voluntary participate in a program that will reduce their salary and work by one day per week between July 1, 2010 and September 1, 2010. The rules of the program are simple. All eligible employees opting to participate in the program shall be required to participate for the entire length of the program. All participants shall work from Monday to Thursday during the program period and shall not work on Fridays. All participating employees will only get paid for the actual days work but No employee shall forfeit any remuneration or benefit by virtue of the operation of the program. The State will save an immediate 20% cost reduction of all participating state employees.
