BILL NUMBER:A10999

Title of bill

An act to amend the executive law, in relation to preventing the viewing of pornographic content on state computers

Purpose

Prevents the viewing of pornographic content on state comput- ers.

Summary of provisions

Section 1 amends the Executive Law by adding a new section 209-a to define "pornographic content", "internet blocking software" and "any political subdivision of the state". The bill provides that on or before July first 2011, that the state and any poli- tical subdivision of the state shall have in place interact blocking software to prevent the viewing of pornographic material.

Section 2 contains the effective date.

Justification

The need for this legislation was brought to light after it was discovered that SEC officials were spending long periods of time on pornographic websites during work hours on taxpayer-financed comput- ers. It is completely unacceptable for public employees to be abusing tax dollars in such an inappropriate manner.
