BILL NUMBER:A11056
Title of bill
An act to amend the education law, in relation to the educational requirements for specialist assistants and physician assist- ants
Purpose of bill
To update law to reflect the current educational requirements for physi- cian's assistants.
Specific provisions
Section 1. Paragraphs (c), (d) and (e) of subdivision 1 of section 6541 of the education law, as amended by chapter 170 of the laws of 1992 are amended.
Justification
Physician assistants are educated in intensive medical programs accred- ited by the Accreditation Review Commission on Education for the Physi- cian Assistant (ARC-PA). There are 22 accredited physician assistant ("PA") programs in New York State - all of which are bachelors degree programs, masters degree programs, or dual bachelors/masters degree programs.
Because of the close working relationship PAs have with physicians, PAs are educated in a medical model designed to complement physician train- ing. P A students are taught, as are medical students, to diagnose and treat medical problems. The education of PAs consists of, among other things, classroom and laboratory instruction in the medical and behav- ioral sciences (such as anatomy, pharmacology, pathophysiology, clinical medicine, and physical diagnosis), followed by clinical rotations in internal medicine, family medicine, surgery, pediatrics, obstetrics and gynecology, emergency medicine, and geriatric medicine.
While PAs have been practicing under New York law for well over 35 years, the law has failed to keep pace with the educational training requirements for physician assistants. Contrary to every PA training program in the State, current law requires that an individual seeking to qualify for registration as a physician assistant need only possess a high school diploma. This legislation collects this outdated discrepancy in the law and updates Section 6541 of the Education Law to reflect the minimum requirements of every physician assistant program in New York State. This legislation would apply only to new applications for regis- tration as a physician assistant occurring on or after its effective date.
