BILL NUMBER:A1247A
Title of bill
An act in relation to enacting the "non-profit homeland security preparedness study"; and providing for the repeal of such provisions upon expiration thereof
Purpose or general idea of the bill
This bill would commission the New York State Office of Homeland Security (AOHS@) to study and report on the security needs of non-profit institutions facing an increased threat of terrorist attack.
Summary of specific provisions
Section one describes the impact of increased post-9/11 homeland security preparedness on the state's non-profit and cultural institutions. Section two directs OHS to study, evaluate and make recommendations in writing to the Governor, the temporary president of the Senate, and the speaker of the Assembly by March 31, 2010 regarding the security needs of non-profit institutions facing an increased risk of terrorist attack, the universe of federal and state financial and non-financial resources available to assist those non-profit institutions in protecting their facilities and users of their services, and any other strategies for improving security and protecting not-for-profit institutions facing an increased risk of terrorist attack. Section three provides that the act shall take effect immediately.
Justification
New York State is home to hundreds, if not thousands, of non-profit cultural, religious and educational institutions which are terrorist targets. These institutions selflessly serve the needs of millions of New Yorkers. Many institutions lack the resources and expertise to adequately protect themselves and those they serve. This legislation will effect a careful examination and analysis of federal and state financial and non-financial resources available to assist those non-profit institutions, and hopefully result in improved strategies for improving security and protecting such institutions from terrorist attack.
