BILL NUMBER:A1582A
Title of bill
An act to amend the public health law and the state finance law, in relation to the procurement and use of environmentally sensitive commodities and services by hospitals
Purpose or general idea of the bill
The purpose of the bill is to reduce exposure to harmful materials and commodities which are purchased and used by hospitals by requiring information on environmentally sensitive commodities and services to be provided to hospitals.
Summary of provisions
The bill would require the Office of General Services (OGS), in consultation with the Health Department to establish guidelines and specifications for environmentally sensitive commodities and services in hospitals. OGS would be required to distribute this information to all hospitals, along with a sample list of such commodities and services. Hospitals would be required to consider such guide-lines, specifications and sample list of commodities and services when purchasing such items.
Justification
Because of the vulnerability of persons in hospitals, it is important to reduce toxicity of materials and substances that they might come in contact with. Of particular concern are materials like radon, asbestos, lead and other harmful chemicals such as pesticides. These substances can cause direct threats to health as well as acute or long-term problems. Hospitals can serve as role models for environmentally responsible behavior by reducing consumption of toxic and hazardous materials. Purchase of less toxic commodities and services can benefit patients and employees alike.
