BILL NUMBER:A319
Title of bill
An act to amend the vehicle and traffic law, in relation to authorizing distinctive license plates for the support of HIV/AIDS awareness
Purpose or general idea of bill
To provide for issuance of a license plate in support of HIV/AIDS aware- ness, and to provide additional revenues for the support of transporta- tion services provided by the AIDS Institute.
Summary of specific provisions
Adds a new section 404-x to the vehicle and traffic law to provide for the creation of "HIV/AIDS Awareness" license plates. An additional annu- al service charge of twenty- five dollars shall be charged for the plate, and this fee shall be used to support transportation services provided by the AIDS Institute.
Justification
For many individuals living with HIV/AIDS, lack of transportation to services is a serious challenge. Particularly in areas with inadequate public transportation networks, obtaining health care services is very difficult. The AIDS Institute Transportation Initiative helps to arrange for transportation services to help individuals in need, and these services can include car, taxi, van, ambulette, or bus service; subway tokens or ticket reimbursement; and mileage reimbursement. The fees collected from this license plate will help to support this vital program.
