BILL NUMBER:A320

Title of bill

An act to amend the public authorities law, in relation to commuter passes on the New York state thruway in the Syracuse area

Purpose or general idea of bill

The purpose of this bill is to enhance commuter safety and reduce traffic congestion in the Syracuse area.

Summary of specific provisions

The bill would authorize the Thruway Authority to issue annual short distance commuter permits which would provide for travel at no charge between Exits 34-A, 35, 36, 37, 38 and 39. If the Thruway Authority can demonstrate a significant loss of revenue, the bill would authorize the Thruway Authority to offer such permits at a reduced cost per mile, by resolution of the Thruway Board. Prior to imposing such costs, the Thruway Authority would be required to conduct public hearings in the affected areas. The Thruway Authority would also be authorized to restrict the use of the permits to peak commuter hours.

Justification

The New York State Thruway is one of the safest roads in the state, having a low accident rate per mile traveled. However, Thru- way tolls lead many motorists to use local roads for their daily commutes. This leads to higher levels of traffic congestion in urban areas, more accidents, and grater strain on the local infrastructure. By allowing annual permits to be issued to travel to certain locations on the Thruway at little or no cost, the strain can be diverted away from local roads. This bill would also increase motorist safety and relieve local traffic congestion. As the cost of gas increases, the State should provide consumers with incentives to spur usage of the Thruway. Incen- tive programs are already in place for residents in other areas of the state. Similar incentives should be offered to commuters in the Syra- cuse area as well.
