BILL NUMBER:A3660C
Title of bill
An act to amend the social services law, in relation to requiring social services districts to maintain a waiting list of certain families applying for child care assistance
Purpose or general idea of bill
The purpose of this bill is to create mandatory waiting lists for subsidized child day care and establish reporting of income levels for families applying for child care subsi- dies.
Summary of specific provisions
This bill amends section 410-z of the social services law.
A new subdivision two is added to require all local districts to keep waiting lists of eligible applicants for child day care subsidies and outlines specific reporting requirements to the governor and legisla- ture.
A new subdivision three is added requiring all local districts to keep data on the income levels of families applying for child care subsidies, including those that were denied and those that were accepted.
A new subdivision four is added establishing annual reports to the governor and legislature.
Justification
Many low-income families rely on subsidized child care in order to maintain employment and ensure financial security. With this in mind, New York State strives to secure adequate funding each year for child care assistance. In order to advance this goal, it is necessary that an accurate estimate is made of the outstanding need in local districts for subsidized child care. By establishing mandatory waiting lists, the number of families and the length of time they must wait for child care assistance can be determined.
In addition, the income level of families receiving child care assist- ance must be determined so lawmakers can understand who the subsidies are reaching and whether current income eligibility requirements are appropriate. for-profit corporations to provide child welfare at the discretion of each state.
