BILL NUMBER:A425
Title of bill
An act to amend the general business law, in relation to requiring hair shampoo packaging to bear a warning label
Purpose or general idea of bill
To amend the general business law to make consumers aware of the dangers of shampoo that contains sodium lauryl sulfate and/or cocamide DEA.
Summary of specific provisions
The bill amends the general business law by adding a new section 399-dd labeling of hair shampoo. No person, firm, or corporation shall sell hair shampoo with sodium lauryl sulfate and/or cocamide DEA, unless there is printed on the package the hair shampoo is sold, "Caution-Use only as directed. Excessive use or prolonged exposure may cause irritation to skin. Discontinue use if rash, redness, or itching occurs. Consult your physician if irritation persists. Keep out of reach of children." If this product is intended for use by children the phrase 'except under adult supervision' may be added to the end of the last sentence. Any violation of this section shall result in criminal penalty of up to five hundred dollars.
Justification
Unknown to the public is that there are ingredients in hair shampoo that are harmful to humans. Sodium Lauryl Sulfate (SLS) and cocamide DEA have been found to cause skin irritation and increase the risk of cancer. Bubble baths with the same chemicals, which are known as "foaming chemicals", are required to have warning labels.
