BILL NUMBER:A435

Title of bill

An act to amend the public authorities law, in relation to training for conductors and motor persons of the metropolitan trans- portation authority

Purpose

To provide adequate training for personnel on the subway and bus system in evacuating passengers during emergencies.

Summary of provisions

The bill allows the Commissioner of Transporta- tion to set guidelines on training of MTA personnel in cases of emergen- cy.

Justification

Given recent events such as the York Street Station fire, it is necessary for some individuals in the subway/ bus to have an understanding of emergency evacuation procedures in emergency situ- ations. It is even more pertinent today where the New York City subway system has been the topic of recent terrorist threats. MTA employees are the first City employees who are on the scene and should be equipped to evacuate passengers in case of an emergency. They should have knowledge of exit routes and should have constant communication and emergency tactics, which should coincide with the New York City Police Department.

Fiscal implications

Unknown - it will be based on the Commissioner's guidelines.

Effective date

On the first of September next succeeding the date of which, it shall have become law, provided, however, that effective imme- diately the commissioner of transprtation shall create the curriculum for the traning classes required pursuant to section one of this act.
