BILL NUMBER:A5939
Title of bill
An act to amend chapter 271 of the laws of 2006, amending the environ- mental conservation law relating to adding areas of Ulster county within the Catskill park to the Hudson river valley greenway, in relation to the effectiveness of such chapter
Purpose
Revives Chapter 271 of the Laws of 2006, relating to adding areas of Ulster county within the Catskill Park to the Hudson River Valley Green- way and makes it permanent.
Summary of provisions
Amends Section 3 of Chapter 271 of the Laws of 2006 amending the envi- ronmental conservation law relating to adding areas of Ulster County within the Catskill Park to the Hudson River Valley Greenway by removing the expiration date reviving the provisions of the law and deeming them in full force and effect as they existed on December 31, 2008.
Existing law
Ulster County communities located in the Catskill Park are no longer eligible for membership in the Greenway since Chapter 271 of the Laws of 2006 expired on January 1, 2009.
Justification
Hudson River Valley Greenway has been a successful program that assists membership communities with natural and cultural resource protection, regional planning, economic development, public access and heritage environmental education. Chapter 271 of the Laws of 2006 granted Ulster County communities located in the Catskill Park the option of joining the Greenway. This act expired on January 1, 2009. This bill revives Chapter 271 of the Laws of 2006 and removes the expiration allowing those communities the continued opportunity for membership in the Green- way.
