BILL NUMBER:A6412A
Title of bill
An act to authorize Lawrence J. Russell to receive service credit in the New York state and local employees' retirement system
Purpose or general idea of bill
To allow Lawrence J. Russell to receive retirement credit for the period of January 24, 1976 to January 6, 1977.
Summary of specific provisions
Section one permits Lawrence J. Russell to receive retirement credit for the period of January 24, 1976 to Janu- ary 6, 1977.
Section two states that all costs shall be borne by the state.
Section three sets forth an effective date.
Justification
Mr. Russell, who is a retired member of the New York state local employees' retirement system, was employed by the New York State Department of Transportation. During the period of January 24, 1976 to January 6, 1977 he was illegally laid off. The "Stipulation of Settlement": A-391 is an agreement between the Public Employees Feder- ation and the Governor's Office of Employee Relations that settled all claims for retirement benefits for those specifically named individuals. Through reasons not ascribable to his own negligence, Mr. Russell's name was not listed on the PEF settlement. This bill would correct this ineq- uity.

Effective date
