Section 8 effective date
Justification
For several years during the early 1970s, the Association of Retarded Citizens provided special education programs for numerous school-age children. In the late 1970s these programs were closed and the students involved received their education in the local school districts. The purpose of this bill is to allow those who were employed by the Association of Retarded Citizens and who taught in these special education programs to obtain retirement credit for their valuable service. It should be noted that the only individuals that this bill would apply to are those who are public school teachers and currently members of the New York State or New York City Teachers' Retirement System. As such, there would be very few people to who the bill would apply. Enactment of this bill would give long overdue recognition to this dedicated group of individuals.
