BILL NUMBER:A7389
Title of bill
An act to amend the election law, in relation to providing that a postpaid business reply envelope for the return to the board of elections of a voted absentee ballot be provided with each absentee ballot which is mailed to an applicant for such ballot
Purpose of bill
This bill would require the board of elections to provide a post-paid business reply envelope with each absentee ballot that is mailed to an applicant, for the applicant to use to return the ballot to the board of elections.
Summary of provisions
Section 1 of the bill would amend Section 8-402 of the election law by adding a new subdivision 8 that would require the board of elections to provide a post-paid business reply envelope with each absentee ballot that is mailed to an applicant, for the applicant to use to return the ballot to the board of elections.
Section 2 of the bill specifies the effective date.
Justification
This bill would encourage increased participation in elections among voters who are not able to cast their votes at a traditional polling place by providing them with a uniform and cost-free means of submitting their ballots to the board of elections. The bill would also help to eliminate discrepancies in the counting of total valid absentee ballots, increasing the overall accuracy of election results.
