BILL NUMBER:A7607
Title of bill
An act to amend chapter 422 of the laws of 2008, relat- ing to creating a public library district in the city of Troy, in the county of Rensselaer, in relation to extending the period of time during which the Troy public library district may be established
Purpose or general idea of bill
Extends until November 30, 2012 the period of time during which the Troy public library district may be established by the voters of the city of Troy.
Summary of specific provisions
Section 1 of the bill amends subdivision 1 of section 2 of chapter 422 of the laws of 2008 to extend the period of time during which the voters of the city of Troy can approve the Troy public library district and budget, and elect trustees until November 30, 2012. Section 2 of the bill amends subdivision 1 of section 4 of chapter 422 to make technical corrections associated with the date change. Section 3 is the effective date.
Justification
Chapter 422 of the laws of 2008 authorized the voters of the city of Troy to create the Troy public library district, elect trustees to the board and support a budget. In order for this to be accomplished, all three of these components had to pass the voters. Unfortunately, only two of the three were successful, and, because the creation of the district was predicated on all three components passing, the new district was not created. This bill authorizes the city to hold addi- tional elections to create and fund the Troy public library district and elect trustees.
