BILL NUMBER:A7785 Revised 04/05/10

Title of bill

An act to amend the town law, in relation to extending the hours that the polls are open for the election of the commissioners of an improvement district

Purpose

Provides that the polls for the election of commissioners of an improvement district shall remain open between 3:00 p.m. and 9:00 p.m.

Summary of provisions

Amends Section 212 of the Town Law to provide that the polls for elections in improvement districts will open at 3:00 p.m. instead of 6:00 p.m.

Justification

This bill would allow polls open for the election of commissioners of improvement districts to open earlier and close later than they currently do. Often, elections such as these do not have a high voter turnout. Increasing the time period people can vote could greatly increase voter turnout. A study done by Harvard Professor Thomas Patterson found that when comparing states that have polls that close later rather than earlier, voter turnout is several percentage points higher in the states that Close their polls later, He found that limited polling hours. "goes back decades-and have been a convenient way to discourage the participation of lower income workers."
