BILL NUMBER:A8310A

Title of bill

An act to amend the racing, pari-mutuel wagering and breeding law, in relation to certain payments to the horsemen's organ- ization

Purpose Or General Idea Of Bill:

Continues the payment of an additional 1.0% from all purses paid to horse owners to be allocated to the horsemen's organization in order for it to continue (until 08.31.12) to support benevolent activities for backstretch employees, including medical and mental health services, drug and alcohol counseling, various tests and screenings

Summary Of Specific Provisions:

Extends the expiration date of the authorization for the payments from August 31st 2009 to August 31st 2010

Effects Of Present Law Which This Bill Would Alter:

Continues the requirement that the horsemen's organization use the collection of an additional 1.0% of purses for bona fide benevolent purposes and adds support for the maintenance of steroid testing equip- ment

Justification:

The New York Thoroughbred Horsemen's organization has a long history of paying for the several services provided to backstretch help at all three tracks operated by the New York Racing Association and for equine research. Most recently the organization used a portion of its addi- tional revenue for the acquisition of steroid testing equipment. Continuing that additional funding as provided for by this measure will supply continued support not only for benevolence programs but mainte- nance for the new equipment as well.

Prior Legislative History:

Beginning in 2007 the authorization for the additional 1.0% has been provided annually

Fiscal Implications For State And Local Governments:

None
