Title of bill

An act to amend the public authorities law, in relation to authorizing the dormitory authority to finance certain facilities for Abby Lane Housing Corporation, a subsidiary of ESF College Foundation, Inc.

Purpose or general idea of bill

To allow the SONY College of Environ- mental Science and Forestry (SONY ESF) to finance a new dormitory build- ing in the City of Syracuse through the Dormitory Authority of the State of New York.

Summary of specific provisions

Sections 1 and 2 amend the Public Authorities Law to authorize the Dormitory Authority of the State of New York to issue bonds, which shall not exceed fifty million dollars, to finance the costs to construct a new student dormitory for SONY ESF, which is to be located between Oakland and Standart Street in the City of Syracuse, New York.

Section 3 specifies that all contracts entered into under this act shall be deemed to be state contracts and that the dormitory shall be deemed to be a contracting agency, as both terms are defined in Article 15-a of the Executive Law.

Section 4 established an effective date.

Justification

In order for the Dormitory Authority to finance a project, a legal authorization of said financing must provided by stat- ute. This bill authorizes the Dormitory Authority to provide financing for a new student dormitory for the SONY College of Environmental Science and Forestry (SONY ESF), located in Syracuse, New York.
