BILL NUMBER:A8599A

Title of bill

An act to amend the public authorities law, in relation to authorizing the dormitory authority to finance certain facilities for the Reece school

Purpose or general idea of bill

To enable the Reece School to obtain funding and enter into contracts through the dormitory authority for the acquisition, financing, refinancing, design construction, improvement, renovation, equipping, furnishing or otherwise providing for facilities of the school.

Summary of specific provisions

Section 1 amends paragraph (b) of subdivision 2 of section 1676 of the public authorities law by adding a new undesignated subparagraph including the Reece School in the list of entities deemed to be a "dormitory".

Section 2 amends subdivision I of section 1680 of the public authorities law by adding a new undesignated paragraph including the Reece School in the list of entities deemed to be an "educational institution".

Section 3 provides that any contracts entered into by the dormitory authority pursuant to this act shall be deemed state contracts.

Justification

The Reece School is one of the oldest non-profit special education elementary schools in New York City. It was founded in 1948 by Ellen S. Reece and 'was originally housed in the home she once owned. Today the Reece School is in a modern building, Located at 25 East 104th Street.

The Reece School has a highly academic elementary special education program for 90 students, ages S to 13, who are psychologically fragile and may have learning or emotional disabilities or speech and language impairments. The school's program is full day and is offered within a nurturing environment that is designed to provide high levels of academ- ic and emotional support. Children study a standard New York State Curriculum for grades K-6 in all academic areas, modified and sequenced to meet their individual needs as expressed in their Individual Educa- tion Plan (IEP.)

This legislation will authorize the Dormitory Authority of the State of New York (DASNY) to support the construction of additional academic and therapy facilities at the school. The Reece School now operates beyond full capacity, and additional facilities are needed to accommodate the needs of students at the school, and to enable the school to serve addi- tional children with special needs.
