BILL NUMBER:A8693
Title of bill
An act to amend the election law, in relation to the ability of the board to administratively set standards for the change of mailing address and in relation to requiring a candidate to provide the state board with depository information
Purpose or general idea of bill
The bill is intended to simplify the process for updating a mailing address on a political committee's state- ment establishing the committee and, for the first time, would require that a candidate who does not establish a political committee provide the State Board of Elections with his or her depository name and address.
Summary of specific provisions
Section one of the bill amends election law § 14-118 to allow a political committee to update any mailing address on file with the State Board of Elections in any manner permit- ted by the board. Section one also requires that a candidate who manages his or her own campaign finance activity, without establishing a political committee, must file the name and address of his or her depos- itory with the State Board of Elections.
Section two of the bill is the effective date.
Justification
The current election law requires all changes to state- ments establishing a political committee to be made in the same manner as the original statement. This is unnecessarily restrictive and hinders the prompt amendment of outdated information. Such information should be easily amended in any manner permitted by the board.
The current election law does not explicitly require a candidate handl- ing his or her own campaign finance activity to file a statement with the state board of elections indicating the depository name and address for campaign funds. This bill will improve transparency regarding the campaign finances of candidates without a political committee.
