An act in relation to authorizing certain dollars of aid and incentives for the city of Syracuse
Purpose or general idea of bill
To provide the City of Syracuse with $10 million in spin-up for fiscal year 2010-2011.
Summary of specific provisions
Sections 2 authorizes the payment of $10 million in aid and incentives for municipalities funding, due and payable to the City of Syracuse before March 31, to be paid on or before June 30 in the same fiscal year upon written request by the mayor of the City for the 20102011 fiscal year.
Section 2 establishes an effective date.
Justification
This bill, introduced at t)'e request of the City of Syracuse, would provide the City with $10 million it spin-up of funding. This bill will not increase the amount of aid and incentives for munici- palities (AIM) funding provided to the City of Syracuse. It merely accelerates the schedule of payments so that the City can better meet its fiscal requirements by synchronizing its budgetary needs with its state funding.
