BILL NUMBER:A8705

Title of bill

An act to amend the education law, in relation to estab- lishing a parent participation board and an office of education ombud- sperson for each community school district in the city school district of the city of New York, and directing each borough president of the city of New York to establish a parent academy

Purpose or general idea of the bill

Establishes a parent participation board in each community school district in the city school district of the city of New York.

SUMMARY OF SPECIFIC PROVISIONS:; Amends the education law by adding sections §2590-cc, §2590-ee and §25904 in relation to creating a parent participation board in each community district in New York City to oper- ate as a liaison with agents of mayoral control.

JUSTIFICATION:; The chief complaint of mayoral control since it was implemented in 2002 has been that it excludes parental involvement. By establishing parent participation boards in each community district throughout New York city, parents will be better able to influence deci- sions regarding education and school budgeting. Among the responsibil- ities of the board shall be to evaluate district performance, advise the chancellor, and make recommendations to the panel on education policy.
