BILL NUMBER:A8971
Title of bill
An act authorizing the commissioner of general services to sell certain lands in the town of Lansing
Purpose
Authorizes the commissioner of general services to sell and convey certain state lands in the town of Lansing consisting of the former state department of social services training school for fair market value in return for unrestricted title.
Summary of provisions
Sections 1-5 authorize the commissioner of general services to sell and convey unrestricted title for state lands to the town of Lansing in the county of Tompkins for fair market value for the property.
Justification
The land in question in this act was transferred to the town of Lansing from the state in 1993 for use for recreational and community center purposes. With the continued development of the Lansing area, the town has expressed the desire to consolidate town public and private activities in the area in and around this plot through a master plan, thereby preserving open and agricultural space further out of town. In order to do so, the reversion of title based on the land having a public purpose must be removed. To be consistent with state policy, the town will have to pay the fair market value of the land to remove such restrictions on its purpose, as well as to transfer or sell the land for any private use.
