BILL NUMBER:A8995
Title of bill
An act to amend the vehicle and traffic law, in relation to authorizing the town of Hempstead, in the county of Nassau, to estab- lish a speed limit of less than thirty miles an hour for certain high- ways within the community of Lido Beach
Purpose
The purpose of this bill is to enhance pedestrian and vehicu- lar safety in Lido Beach, New York.
Summary of provisions
This bill amends the Vehicle and Traffic Law 1662-a to permit the establishment of 15 m.p.h. speed zones on certain streets and in front of school buildings in Lido Beach, New York.
Existing law
Vehicle and Traffic Law § 1662-a already contains provisions identical to the proposed amendment which apply to Point Lookout, New York, the community adjacent to Lido Beach.
Justification
The proposed bill is justified for the following three reasons:
1. The area of Lido Beach affected by the bill is a residential enclave front in a beach park. Six of the sixteen streets named in the bill provide beach access. The safety of pedestrian beach goers would be enhanced by lower speed limits.
2. Ten of the named streets are dead end streets. The 15 m.p.h. Limit would help safety by slowing down drivers not familiar with the area who enter this portion of Lido Beach expecting to find through streets.
3. Point Lookout which is next to Lido Beach already has a 15 m.p.h. speed limit. The proposed amendment would make uniform the speed limits for almost all of the residential area east of the Long Beach city line.
