BILL NUMBER:A9062

Title of bill

An act to amend the social services law, in relation to increasing state supplemental benefits to persons receiving enhanced residential care

Purpose or general idea of bill

The purpose is to continue to provide a cost of living adjustment (COLA) on the State supplemental benefit for persons receiving enhanced residential care (i.e., recipients in Congregate Care Level 3 facilities).

The loss of the COLA would destabilize an already vulnerable part of the adult care service delivery system. Moreover, the loss of a state - and federal COLA if there is no inflationary factor this year due to the recession - will be devastating to these facilities. The COLA may allow the facilities, especially the s
