BILL NUMBER:A9105
Title of bill
An act to amend the New York state urban development corporation act and the agriculture and markets law, in relation to establishing the dairy assistance program; making an appropriation therefor; and providing for the repeal of such provisions upon expira- tion thereof
Purpose or general idea of bill
To provide assistance to dairy farmers through the dairy assistance program during this period of low milk prices and the high cost of doing business.
Summary of specific provisions
§1. Establishes an appropriation for $30,000,000 for the diary assistance program payable from the urban development corporation.
§2. Establishes the dairy assistance program and delineates how grants will be calculated and the relationships between the federal and state agencies.
§3. Appropriates $30,000,000.
§4. Provides for an immediate effective date and the expiration of the program on December 31, 2010.
Justification
The legislation proposed is to provide assistance to dairy farmers in New York State during the economic downturn and low milk prices. Currently, the price of milk is not keeping pace with the costs associated with the production of milk and this combined with the current national economic recession is forcing dairy farmers out of business. The purpose of these grants is to help offset the costs dairy farmer incur in their business similar to the legislation enacted in 2007-2008 state budget.
