BILL NUMBER:A9140

Title of bill

An act to amend the vehicle and traffic law, in relation to licensing jurisdictions

Purpose or general idea of bill

This legislation would designate Suffolk County as a licensing jurisdiction in order to allow for pre-ar- ranged pickups and drop-offs within New York City.

Summary of specific provisions

Paragraph b of subdivision 1 of section 498 of the vehicle and traffic law, as added by chapter 549 of the laws of 2006, is amended to include Suffolk County as a "Licensing Jurisdic- tion".

Justification

Chapter 549 of the laws of 2006 requires any taxi or limousine company to be licensed with the City of New York, in order to pre-arrange pick-ups and drop-offs in New York City. Licensing requires that companies meet strict criteria, including a ten-fleet minimum.

Current law puts smaller limousine and taxi companies in neighboring counties at a disadvantage, as they are unable to schedule pre-arranged trips to New York City.

This legislation would provide remedy for the small companies, by allow- ing Suffolk County to serve as a licensing jurisdiction, and establish its own set of standards.
