BILL NUMBER:A9170
Title of bill
An act to amend a chapter of the laws of 2009, amending the public authorities law relating to establishing the "green jobs- green New York act of 2009", as proposed in legislative bills numbers S.5888 and A.8901, in relation to prohibiting the disbursement of funds to certain entities
Purpose or general idea of bill
To prohibit certain entities from receiving funding under the "green-jobs-green-New York act of 2009."
Summary of specific provisions
Section one: Creates a new section 6 and renumbers the current section 6 section 7. The new section states that none of the funds made available under the green-jobs-green-New York act may be distributed to the Association of Community Organizers for Reform Now (ACORN), the New York Agency for Community Affairs (NYACA) or any of its affiliated entities.
§2 establishes that this bill shall take effect on the same date and manner as "The Green Jobs-Green New York Act".
Justification
It is the goal of this legislation to protect the funds of the state from corruption, abuse and fraud. Recently ACORN has been the focus of numerous scandals ranging from voter fraud to providing advice to individuals on how to break the law. Recently the United States Senate has overwhelmingly voted to block Housing and Urban Devel- opment funding from being distributed to ACORN and the United States Census Bureau has severed ties with the organization. The use of taxpay- ers' money to fund such an organization should not be allowed.
