BILL NUMBER:A9190A
Title of bill
An act to amend the environmental conservation law, in relation to recycling program requirements; requires store operators to post signs regarding reusable bags
Purpose or general idea of bill
To encourage and facilitate the use of reusable shopping bags at stores that are implementing an at-store recycling program.
Summary of specific provisions
Section one of the bill amends §27-2705 of the environmental conservation law by adding a new subdivision six requiring the owners of a store participating in an at-store recycling program to post at least one sign at each entrance of the store reminding customers to use reusable bags. It also requires the owner of any parking lots or parking areas that are provided in connection with the premises of the store to post signs throughout the parking lot or area.
Justification
Even though certain stores are now required to take various measures to facilitate the use of reusable bags amongst their clientele, it is difficult for customers to get into the habit of bringing a bag and remembering to use it while shopping. This bill is an attempt to further encourage consumers to take advantage of the opportunities now provided by stores with regard to reducing the number of plastic and paper bags being used and discarded everyday. By posting signs further advertising the use of reusable bags it fulfills a double purpose of reminding consumers not to forget their reusable bag and further legitimizes the use of reusable bags to those who are still accustomed to plastic or paper bags.
