To build a new headquarters for Young Adult Institute, Incorporated to provide educational, counseling, training, medical, dental day program and residential facilities to an at risk segment of the New York City population.
Summary of specific provisions
JUSTIFICATION: With a unemployment rate of 50% among black males in New York City, something must be done. A poverty rate above 40% in Harlem is a reminder of this sobering fact.
