Effects of present law which the bill will alter
This bill amends the Tax Law and the State Finance Law to create an arts-themed scratch-off lottery ticket to raise funds for the support of elementary and secondary arts education curriculums and to create an account to maintain and administer these funds.
Justification
Arts education is a vital component of primary and secondary education curriculums. In an age in which education budgets are stretched and Arts and Music education programs are reduced or eliminated, the creation of a lottery-based source to fund these important programs is necessary to ensure their continued presence in the educational lives of our chil- dren. This legislation creates a means to accomplish this important goal.
