BILL NUMBER:A9740
Title of bill
An act to amend the education law, in relation to charter schools operating at multiple sites
Purpose
An education corporation operating a charter school may be authorized to house a grade at more than one site without having to put in an additional charter application
Summary of specific provision
A charter school housing any grade at more than one site shall have each such additional site deemed as a charter issued for the purposes of subdivision nine of section twenty-eight hundred fifty-two of this article. Notwithstanding any other provision of this chapter, approval of revision to a charter or charters to authorize an education corporation to house any grade or grades at more than one site, including the merger or consolidation of existing education corporations operating charter schools to a single education corporation, shall be made in accordance with paragraph (a) of subdivision seven of section twenty-eight hundred fifty-two of this article. If a charter school has employees who are members of a collective bargaining organization pursuant to article fourteen of the civil service law that merges or consolidates with a charter school whose employees are not members of a collective bargaining organization, employees of the merged or consolidated charter school shall be members of the collective bargaining organization that represented like positions, if any, prior to the merger or consolidation.
Section 5 states the effective date.
Justification
Each year there are an increasing number of incidences of people diagnosed with mental disabilities. With the growing number of cases firefighters, first responders, police officers and emergency technicians need to be properly trained, ready and able to serve all people.
People with mental and developmental disabilities require different treatment than those who do not suffer from these conditions. Without training to identify these conditions and the skills necessary to handle them properly, there is a risk that the victim and the person providing the service can both be hurt. To increase the safety of both individuals in the situation training will reduce problems or inexperience. Giving the individuals who arrive in -the early critical moments on an incident the tools to asses and handle all types of scenarios only improves the effectiveness of the actions taken to respond to whatever may be the case. The state already recognizes that certain people with specific conditions require particular care therefore, it is only logical that training be required of those who will be serving these people.
