BILL NUMBER:A9774
Title of bill
An act to amend the labor law, in relation to granting a waiver of the civil service examination fee to displaced homemakers
Purpose or general idea of bill
To remove the obstacle of civil service examination fees from displaced homemakers as they seek job opportu- nities and prepare to re-enter the workforce.
Summary of specific provisions
Section 1 of the legislation adds a new section 827(a) to the Labor Law directing the commissioner of civil service, in consultation with the state civil service department, to establish a program waiving the civil service examination fee for persons who have successfully completed the displaced homemakers program or any job training program or opportunity provided by the multipurpose service center as established pursuant to Section 825 of this article.
Justification
The displaced homemakers program and the job training program are both designed to help people re-enter the workforce by giving them the skills required to perform in jobs that will allow them to provide substantial means for themselves and their families. The training in these programs will often provide quality skills specif- ically for civil service positions; however, the persons completing these programs are very often unable to pay the required examination fees for civil service exams. This legislation would remove this obsta- cle, and allow for a smooth transition from the displaced homemakers program or job training program back to the workforce.
