BILL NUMBER:A9797
Title of bill
An act to amend the public health law, in relation to authorizing the commissioner of health to establish procedures providing information on the child health insurance plan to applicants filing for unemployment insurance
Purpose or general idea of bill
This bill would allow applicants filing for unemployment insurance benefits to receive information regarding the existence and eligibility requirements of the child health insurance plan,
Summary of specific provisions
The Public Health Law is amended by adding new subsection (20) to Section 2511 to direct the Commissioner of Health, in consultation with the Commissioner of Labor, to establish procedures for persons who file a claim for unemployment insurance to receive information regarding the existence and eligibility requirements of the child health insurance plan.
Justification
Individuals filing for unemployment insurance (UI) benefits may also be struggling with the loss of the health insurance coverage they were receiving through their former employer. This causes additional anxiety for people already experiencing a difficult situation. Distributing information regarding the Child Health Insurance Plan to UI applicants would increase awareness of this important program at a time when families may be most in need. The expenses associated with providing such information would be a proper charge against funds available to the Department of Health for.the marketing of the Child Health Insurance Program.
