BILL NUMBER:A9831
Title of bill
An act to amend the executive law, in relation to estab- lishing a state internet webpage which provides information on all grants provided by the state
Purpose of bill
To make it easier for individuals, businesses and local governments to find, and apply for, state grants.
Summary of specific provisions
Defines applicants, grants, and state agencies. Would require the Executive Chamber to create a webpage known as NewYorkgrants.gov which would provide access to and information on all grants offered by state agencies, including application forms if available online. The information would be available in a timely manner so that applicants could apply for the funding. The webpage could also provide links to other sites offering grants and to sites offering government personal financial assistance.
Effects of present law which this bill would alter
Adds a new Section 164-e to the Executive Law.
Justification
State agencies offer dozens of grant opportunities. In difficult fiscal times these grants help provide crucial assistance to local governments, schools, not-for-profits and businesses. Although many NYS agencies currently offer grants on their websites, it can be a difficult process to track them down especially if applicants are searching several agencies. Establishing NewYorkgrants.gov would create a "one-stop" point of access for anyone searching for grants offered by the State.
To help make grant opportunities more accessible at the federal level, the federal government created a website known as Grants.gov which is a central storehouse for information on over 1,000 grants worth over $500 billion annually. The site can searched by keyword, agency and even based on the applicant's eligibility. A similar webpage could be created for NYS government. In 2009, the Governor's website established a webpage called NY Works which is a guide to the American Recovery and Reinvestment Act (ARRA) or the stimulus program and this site provided access to information about stimulus funding opportunities including grants.
NewYorkgrants.gov could be a permanent site similar to what was done for the 2009 federal stimulus. This information should be easily available for anyone who would like to apply. The State website maintained by the Governor would be the easiest portal to all funding opportunities and most of the resources are ready to put in place.
Fiscal implications for state and local governments
Minimal webpage development.
