BILL NUMBER:A9849

Title of bill

An act to amend the arts and cultural affairs law, in relation to the appointment of local historians in the county of Niagara

Purpose of the bill

To establish that the local historian for any muni- cipality in the County of Niagara shall be appointed by the chief execu- tive officer of such municipality.

Summary of specific provisions

Section 1 amends subdivision 1 of section 57.07 of the Arts and Cultural Affairs Law as amended by Chapter 737 of the Laws of 1987, It is amended to state that the County of Niagara and the local historian for the city, town or village located within the County of Niagara shall be appointed by the chief executive officer of such county, city, town or village and the appointment of such historians, as well as any deputy historians working with such historians, shall not be subject to civil service requirements.

Justification

To better serve the community, candidates should be appointed to these important positions by their supervising officer, and should be chosen solely on the basis of their. credentials, experience and love of history. Current methods of selecting local historians have not adequately represented Niagara County in the past and thus it is in the best interests of the county to appoint local historians with expert knowledge of the area.
