BILL NUMBER:A9946
Title of bill
An act to amend the public lands law, in relation to certain state-leased or state-owned lands
Purpose or general idea of bill
Provides for the payments in lieu of taxes for property on which these is constructed the W. Averill Harriman State Office Building Campus.
Summary of specific provisions
Section 1 amends section 19-a of the public lands law by adding a new subdivision 2-b of section 19-a of the public lands law.
Justification
The city of Albany is facing significant budgetary short- falls, this legislation which was requested by the City of Albany as a means of addressing the budget situation proposes a means of calculating a PILOT payment using as a base the present assessed value of Harriman State Office land ($674,370,500). The computation used would provide annual PILOT payments in an amount equal to 1.75% of the assessed value of the property as it appears on the March 1, 2009 assessment roll. Payments would be for a maximum period of eight years. If a portion of the Harriman State office property is sold and placed back on the tax rolls the payment would be reduced. The payments would begin on June 1, 2010 and shall be payable for a period of eight years.
