BILL NUMBER:S1067A

Title of bill

An act in relation to creating a temporary state commission to study and evaluate medicaid reimbursement plans and rates for prescription drugs

Summary

This bill would create a temporary state commission to study medicaid reimbursement formulas and pharmaceutical dispensing fees in this state and in contiguous and comparable other states; as well as the average costs involved in operations and management in the pharmaceutical industry, and potential cost-saving measures related to the medicaid prescription drug reimbursement program. The commission shall submit to the governor and legislature a report of its findings and recommendations on or before February 1, 1996.

Justification

The health needs of New York State's indigent and elderly residents demand that our medicaid program provide ready access to medication. To do so we must examine ways in which to improve the efficiency of the medicaid prescription drug reimbursement program and the services provided to its recipients, as well as make sure the program recognizes the importance of participating pharmacists and the need to provide them with monetary compensation necessary to maintain their businesses.

Fiscal implication

None.

Effective date

This act shall take effect immediately.
