Summary of specific provisions
Section 1: Legislative findings, Location of site Section 2: Effective Date
Justification
This legislation is needed to advance a planned East River waterfront park that has been stalled for years by the proponents of a proposed gas fired electric power plant. Through the manipulation of the siting process and via perverse legal tactics, the power plant applicant has hindered the release of a final decision by the Public Service Siting Board for well beyond a reasonable time. This is a park that NYC has planned and zoned for - with the approval of all electoral and governmental entities. It is time for the State to be directed take a bold move to advance the achievement of this park.
