Title of bill

An act to amend the general municipal law, in relation to creating community advisory councils for special needs housing

Purpose or general idea of bill

Provides for establishment of special needs housing community advisory councils to foster cooperation and collaboration between residents and community stakeholders.

Summary of specific provisions

Adds a news article, 12-1, to the general municipal law. Creates special needs housing community advisory councils at "covered facilities" (defined within this legislation). The council established by the covered facility will consist of between five to twenty members and will meet on a quarterly basis. Participation of local not-for-profit social service providers, members of the business community, faith-based community organizations, municipal corporation's supervisors, elected officials, representatives of the municipal housing authority, covered facility residents and other concerned members of the community shall be invited to participate. Within forty-five days of the effective date of this article, every covered facility in operation shall submit a certification to the appropriate covered authority indicating that a community advisory council will be established and maintained.

Justification

The community advisory councils will be responsible for discussing and providing advisement on issues that affect the facility within the community. Additionally, the council will be responsible for advising the covered facility on how best to facilitate productive communication and collaboration between the facility and its residents and the local community.
